This is especially common when purchasing New Construction when a Builder’s representative has incentive to put the deal together without a Buyers Agent to ensure that the Buyer knows what can and cannot be negotiated.
The truth of the matter is that the Seller will usually pay the same commission whether there are two agents or just one. It will not save you any money on the purchase, so why wouldn’t you make sure that you are being protected in the purchase?
